The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. The division serves headquarters and 3 regional divisions, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. Services are provided for over 700 positions, various local and regional governments, and directly to citizens. Click here to view a map of all of the DEQ offices.What you will do!You will evaluate client (end user and program manager) information, requirements, and technology needs, and recommend appropriate technologies. You will design, develop and implement new application software systems for state-wide use and modifications/configurations to existing systems or new Commercial Off the Shelf Systems (COTS). You will help support data migration efforts from legacy systems to new systems. You will coordinate the work of programmer/analysts and programmers, system users and others as a project team leader. You will identify threats and opportunities arising from changes in technology and recommend appropriate responses. You will make recommendations for agency-wide systems development policy. If you are passionate about Oregon’s environment, apply today! This is a full-time, AFSCME represented position.This recruitment may be used to fill future vacancies.What are we looking for?Minimum Qualifications: 5 years of information systems experience, OR a Bachelor’s degree in Information Technology, Computer Science, or a related field, AND 1 year of information systems experience.Candidates who are most competitive will also reflect the following:A good working knowledge of relational database theory and application.Experience with database development and implementation in a multi-user, multi-site environment. Specific experience developing SQL Server and Visual Studio transaction processing systems and distributed applications is desirable. Knowledge of .NET and ASP.NET protocols and operations.Highly proficient in Microsoft Office, SQL, Visual Studio, SQL Server Management Studio, and other data manipulation software.Experience developing, collecting, modeling, and managing data sets and systems, preferably environmental data sets.Experience with major database migrations and implementations.Experience designing small databases, data tables, queries, reports and working with JSON objects.Experience conducting system analysis, including identifying system requirements and choosing appropriate data management tools.Experience developing and documenting processes, procedures, and techniques.
