The U.S. Army is expanding opportunities to direct commission officers beyond ROTC and the military academies. The CASCOM (Combined Arms Support Command) Logistics Direct Commission Program creates opportunities for highly skilled individuals to enter the U.S. Army Logistics Branch as officers in the rank of Captain, Major, Lieutenant Colonel, or Colonel, allowing the Army to leverage our nation’s strength.

The U.S. Army Logistics Branch is comprised of full-time and part-time U.S. Army Officers who are functional in the Transportation, Ordnance, and Quartermaster Branches. Logistics Officers are multi-functional and rely heavily on data analytics to provide timely, world-class logistics support during all phases of operations both in peacetime and war. This requires individuals who are strong critical thinkers in various stressful situations.

Qualified and experienced civilians and former service members may apply for direct appointment as a Logistics Officer in the U.S. Army’s Logistics Branch for the rank of Captain, Major, Lieutenant Colonel, or Colonel. Your rank upon entry will be determined by a thorough review and calculation of relevant education, training, certifications, and work experience. Those selected for the CASCOM Logistics Direct Commission Program will be offered the opportunity to serve and support the Nation’s Army. Your unique knowledge and skills obtained in the civilian sector, in addition to prior service, will enhance the military Logistics Branch from within. You will directly advance the support capabilities of the individuals and units to which you are assigned.

Position:

As a Rail Plans/Operations Officer, the individual must be able to lead and supervise the operations of railway locomotives and trains. The Rail Plans/Operations Officer should be able to plan, draft, develop, execute, track, and close out all agreements for rail transportation. The position requires coordination with various internal and external agencies and railroad operators.

Responsibilities:

  • Report to and train with your assigned unit, one weekend month and two weeks out of the year
  • Analyze and interpret railway contracts and agreements
  • Monitor and review rail operational and budgetary events to ensure compliance with agreements and contracts
  • Act as the subject matter expert on railway plans and operations, make recommendations on process changes or operational plans to senior level commanders and executives
  • Develop and/or implement projects and activities for rail transportation involving engineering, operations, equipment, construction, and maintenance
  • Prepare technical reports, train operating schedules, construction methods, service contracts, leases, licenses, equipment procurements, design functions, and project budgets
  • Ensure rail operations are maintained and operated in compliance with regulations and specifications of the Federal Railroad Administration, Federal Transit Administration, and other governing agencies
  • Analyze data to identify patterns, meaningful relationships, anomalies, and trends
  • Provide data analysis and reporting solutions support for assigned departments
  • Lead the rail planning process from inception to execution

Education:

Master’s Degree or higher in the following fields are preferred, a minimum of a Bachelor’s Degree is required:

  • Rail Transportation Engineering
  • Transportation Engineering
  • Civil Engineering
  • Intermodal Transportation
  • Transportation Management
  • Supply Chain Management
  • Procurement
  • Systems Engineer
  • Data Analytics or Business Analytics
  • Operations Research
  • Information Technology

Experience:

  • A minimum of 3 years’ experience in rail transportation, railway planning, or rail operations is highly preferred but not required
  • Previous military experience preferred but not required

Minimum Requirements:

  • Must be a United States citizen; applicants in a dual citizenship status are ineligible
  • Must be able to obtain an maintain a SECRET security clearance
  • Must have at least a bachelors degree (a master’s degree or higher is preferred)
  • Must possess 3+ years of relevant work experience in a designated career field

Those who complete an application for this program, will compete against other highly qualified applicants. Selected applicants will fill a specific, operational requirement or critical need. This process from submission of application to final adjudication may take a few months or longer to complete. Applicants will be informed of their application status from one phase to the next, until either appointed a commission or informed of non-selection.
