Summary

You will work with staff and subject matter experts across the agency to identify, prioritize, and document business requirements for agency projects, including stakeholder management, workshop facilitation, elicitation and documentation of business and technical requirements, and implementation of solutions in collaboration with PMO colleagues and staff across divisions.

 

What You’ll Be Doing (Essential Duties)

Business Analysis (70%)

  • Evaluate business processes, identify and document solution requirements, uncover areas for improvement, and develop and implement solutions in collaboration with agency stakeholders and PMO colleagues
  • Work closely with Business Analysts and staff from Business & Technology Solutions (SCUS IT) and other divisions to document technical and functional requirements
  • Partner with transformation project leads to identify and document business cases for transformation projects
  • Leverage project management tools to support the development and execution of project plans and schedules

Stakeholder Management (10%) 

  • Facilitate meetings and workshops with internal and external stakeholders to develop a detailed understanding of user needs, requirements, requirement prioritization, and solutions that enable the delivery of the project business case
  •  Contribute to stakeholder identification, mapping, and engagement for transformation projects
  • Support project team coordination including scheduling and logistics support

Special Projects (10%)

  • Support agency- or division-level strategy work
  • Support Operations Leadership Team and Office of the President special project requests

Capacity Building (10%) 

  • Implement project management best practices and support the continuous improvement of project management and Business Analysis tools
  • Train and coach staff in the SCUS project management methodology and the SCUS Accelerated Delivery Improvement (ADI) program, which builds staff capacity in project management, change management, and continuous improvement

Required Qualifications

  •  High school diploma, plus at least three (3) years of relevant experience
  • Experience as a business analyst or supporting business process improvement and project management
  • Demonstrated experience supporting medium- and large-scale projects
  • Proven working knowledge of business analysis concepts, approaches and tools 
  • Demonstrated ability to communicate and collaborate successfully with individuals and teams at all levels, both internal and external.
  • Experience gathering stakeholder feedback and business needs, and translating them into requirements
  • Professional proficiency in MS Office Suite
  • Professional proficiency in spoken and written English
  • Demonstrated success in handling multiple competing priorities and clients
  • Proven ability to work independently and lead work products through to successful completion
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging

 

Preferred Qualifications 

  • Demonstrated experience leveraging and owning requirements gathering tools and deliverables in a project setting (e.g., developing a requirements matrix, facilitating requirements prioritization exercises)
  • Knowledge of the non-profit sector and experience working with or for a non-governmental organization or U.S. Government contractor
