This position is open to Recent Graduates who meet the following requirements:

  • Recent graduates who have, within the previous two years, completed a qualifying Associate’s, Bachelors, Masters, Doctorate, professional, vocational or technical degree or certificate program.
  • Veterans, who, due to military service obligation, were precluded from applying to a Recent Graduates program during a portion of their 2 year eligibility period. Their eligibility period is extended to receive the full 2 years of eligibility upon release or discharge from active duty (eligibility period may not be extend beyond 6 years from the date that all educational requirements were completed).

Job Duties

As a Pathways Recent Graduate, your duties will include, but are not limited to the following:

  • Conducting evaluations of programs to help an organization achieve public health objectives and ensure programs are managed in compliance with laws.
  • Assisting and supporting strategic planning, performance measurement, metric development, enterprise risk management, coordinating, and reviewing management programs and operations.
  • Exploring data collection options to develop performance assessment methods, reports, and tracking systems for monitoring performance results.
  • Assisting with and coordinating evidence and evaluation activities in compliance with applicable laws.
  • Participating in the development of strategic and annual plans, performance monitoring, capacity assessments, learning agendas, and evaluation plans.
  • Performing program analyses, evaluation studies, data analyses, and data visualization for Agency wide programs.
  • Collaborating on the development of findings and recommendations to improve process and program effectiveness and efficiency.

Qualifications

To Be Eligible For An Appointment Under the Recent Graduates Program You Must Meet The Following Requirements:

A. You must be a recent graduate who has completed, within the previous two years, some associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that’s part of an accredited college-level, technical, trade, vocational, or business school curriculum.

B. Veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.

In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include performing three of the following tasks: conducting evaluations for large programs; developing strategic plans and associated metrics; gathering and analyzing data; presenting recommendations to leadership; conducting detailed analyses of complex functions and work processes; and/or applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master’s or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
