Job Summary:Under direction of the Housing and Community Development Manager I (HCDM I), the incumbent works in collaboration with Information Technology Branch (ITB) in the analysis, documentation and optimization of Division of Financial Assistance’s (DFA) business processes to document and enhance performance; will closely interact with various levels of division staff and subject matter experts to achieve mature and promote consistent methodology and establish best practices to support and enable consistent business processes and outcomes; process to identify and document changes to business processes as well as develop and maintain business process documentation and implements the division’s Consolidated Automated Program Enterprise System (CAPES) data management, training and reporting strategies to DFA management and staff and serves as liaison between ITB and program users.Essential Functions:Perform program evaluation and planning; policy analysis and formulation; systems development; complex data collection, interpretation, and business analysis to deliver descriptive, predictive, and prescriptive analytics enabling data‐ driven conclusions for use by Division management. Ensures all business processes and policy changes are reflected in CAPES and its processes and procedures. Participates in the framework formulation on quantitative measures of work performed, resources provided, and subsequent results. Use data modelling practices to analyze findings make recommendations on program related problems and provide consultative services to ITB and management for increasing productivity for operational improvements and changes.Conduct workflow analysis. Prioritize and determine the scope of projects and work closely with the subject matter expert and management. Assists management in the development and management of data processing policies and procedures. Design, plan and implement the division’s CAPES data management strategy; use detailed understanding of the division’s business processes, associated policies and procedures, and their relationship to the housing and financial data captured in and reported from the division’s enterprise system, CAPES. This new effort is part of the implementation and further development of the division’s strategic plan. Serve as CAPES data subject matter expert.Develop the division’s more complex reports using CAPES data. Prepares written reports on regulated activities, workload, policy proposals, and other analytical research documenting the issues, analyzing alternatives and consequences, specifying findings and making recommendations for management action, strategy, policy determinations and process changes with respect to workload distribution and regulated activities. Create reports and assist management with special projects of average difficulty, including statistical analysis and reports including the Division’s Annual Report. Develop Crystal Reports (CR) based on CAPES data, as needed. Respond to routine ad hoc reporting requests from DFA management and HCD executive staff. Work closely with DFA management and staff and HCD executive staff to ensure reports meet their needs. Coordinate and/or facilitate CAPES functional and/or user specific and basic database data dictionary and schema training for CR developers with ITB.Respond to highly sensitive public inquiries by written correspondence or by telephone, or when necessary will redirect requests to the Legal Department and Division Headquarters. Provides non‐confidential data to the public when requested. Performs other job-related duties as assigned.
