Incumbent will have advanced knowledge of health informatics, scientific analysis, data formats, and security standards. Incumbent performs health informatics activities which requires specialized knowledge and skills in both health and information technology. Incumbent works with vendors and the DCVRD to plan and oversee the implementation of the development and maintenance of vital statistics systems and related informatics products. Accountable for overseeing the effective development and implementation of health informatics systems that meet the legal and security requirements.Duties and ResponsibilitiesIncumbent serves as a senior-level professional health informatics specialist, providing informatics expertise for vital statistics information systems. This position performs a broad and moderately complex range of tasks associated with health informatics responsibilities such as planning, policy development, system analysis, communication, project management, system development, implementation, and evaluation, as well as maintenance, training, and other functions related to health informatics within a single information system, project, or study.Incumbent conducts business analysis of program operations and workflows where needed and assists with development of scope and specifications for system design. This position works closely with stakeholders to assess, manage, and communicate the change that is a direct and indirect result of health informatics activities. The position serves as expert on the VRD electronic registration and fulfillment processes and systems; manages Division informatics project portfolio and coordinates informatics priorities with the department; communicates to staff and stakeholders on new functionality, including training and help desk management for internal and external users; and designs, develops, selects, tests, implements, and evaluates new or modified informatics solutions, data structures, and decision-support mechanisms to support constituents, health care professionals, and their information management and human-computer and human-technology interactions within vital statistics/records contexts.Incumbent serves as a working member of the Vital Records Re-engineering Team; participates in and contributes to committees and teams to support planning and policy; represents CPPE and DOH in meetings with other agencies of the District or Federal government, community based organizations, or in the private sector; attends conferences, symposia, workshops, etc.; and makes presentations on behalf of the Division at such forums.Qualifications and EducationBachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S Department of Education at the time the degree was obtained.Individuals must possess at least one year of relevant, specialized experience equivalent to the grade 12 level.
