Description:

Performs advanced planning on strategic initiatives related to the Funding and Resource Planning unit of the Texas Higher Education Coordinating Board (THECB). Work includes providing strategic counsel and process improvement to align with state policy, specifically rules and statute. This position reports to the Assistant Commissioner for Funding and Resource Planning and supports the Assistant Commissioner in ensuring that the division is meeting appropriate timelines for statutorily required reports and aligning funding policies and data with statutory and legislative requirements. This position works closely with the Senior Director for Funding and Resource Planning Data Management to ensure coordination of financial and resource planning data with policy requirements. This position also supports agency-wide policy and legislative initiatives, which involves significant interaction with divisions across the agency. Works under moderate supervision with latitude for the use of initiative and independent judgment.  

General Duties and Responsibilities:

  • Provides expertise and support to the Assistant Commissioner for Funding and Resource Planning and other agency staff on the development and implementation of strategic initiatives of the division.
  • Develops and reviews processes to ensure statutory and administrative rule compliance, with particular emphasis on state funding requirements
  • Provide expertise to internal and external stakeholders regarding funding policy implications
  • Creates and models state funding methodologies for higher education
  • Manages a direct report focused on community and technical college state funding
  • Compiles, analyzes, and evaluates complex student and financial data used by the Health-Related Institutions Formula Advisory Committee, the Commissioner of Higher Education, and the Board of the THECB as they develop funding recommendations for use by the Legislature and Governor.
  • Responsible for coordination of the HRI Formula Advisory Committee, including providing data analysis and technical support
  • Collaborates and coordinates with other THECB divisions on activities related to strategic initiatives and on the development and implementation of innovative funding initiatives.
  • Provides high-level support of formula funding advisory committees and legislatively mandated committees, such as the Texas Commission on Community College Finance
  • Conducts policy analysis and assists in reviewing and preparing reports and recommendations
  • Prepares materials for quarterly Coordinating Board meetings, legislative committees, and advisory committees
  • Prepares special presentations for the Coordinating Board and for a variety of state and national audiences on key higher education issues as assigned.
  • Conducts legislative analysis and other legislative support activities as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of Texas higher education funding, laws, and regulations.
  • Knowledge of higher education structure in Texas, including roles of legislature, agency, and institutions.
  • Ability to effectively organize time, multiple projects, and other resources.
  • Experience working with groups to accomplish significant objectives is strongly preferred.
  • Skills in policy analysis.
  • Skill in using personal computers, databases, and general office software, including word processing, spreadsheet, and presentation software.
  • Ability to maintain strict confidentiality with business matters, records, and personnel information.
  • Ability to communicate effectively in person, in writing, and in public presentations with a variety of individuals, including executive officers and other high-level professionals.
  • Ability to prioritize work and handle multiple tasks efficiently.
  • Ability to establish and maintain effective working relationships both internally and externally.
  • Ability to initiate and complete tasks with moderate supervision and make decisions using appropriate professional judgment and reasoning.

 

Qualifications

 

Required Minimum Education and Experience:

  • Bachelor’s degree from an accredited college or university.
  • Minimum five (5) years of full-time progressively responsible work experience in public policy, budgeting, data analysis, financial analysis, or related field.
  • Master’s degree from an accredited college or university may substitute for one year of the required work experience.

Preferred:

  • Master’s degree from an accredited college or university.
  • Working knowledge of current and pressing higher education policy and funding issues.
  • Experience working with groups to accomplish significant objectives is strongly preferred.
  • Experience in contributing to higher education research and analysis
  • Experience making presentations on higher education issues to audiences of all levels.
