UNICEF is looking for dynamic, innovative leaders to drive the transformation and play a key role in shaping the way forward.The Senior ICT Adviser leads and provides subject matter expertise to the IT Program and Project Management Office, ICT leadership, and key stakeholders. This role oversees the activities that drive the company’s most complex strategic digital initiatives by ensuring reporting and governance compliance, providing portfolio and divisional performance measurements and recommendations, and trending analytics.This position manages the portfolio’s intake, supply and demand methods (resource management), analytics and recommendations, as well as ensures adherence to Enterprise architecture standards. Reporting responsibilities include detailed analysis, dashboard reporting, and providing decision support updates on key performance indicators and recommendations.This role reports to the Deputy Director, Strategy Risk and Governance and supervises one ICT Officer.Key responsibilities:Manage Governance and Controls• Maintain the ICT governance framework model, including managing the implementation and maintenance of processes and workflows and training new users.• Develop and maintain ICT digital governance policies and standards. Manage internal and external audit requests related to Project Management Office (PMO) activities.• Collaborate with ICT Sections, Business Relationships Manager leads, and business organizations.• Lead governance process improvement initiatives and perform proactive internal reviews that drive process improvements. Anticipate downstream impacts of regulatory requirements.• Drive the division to a lean and agile governance process that maintains control and compliance but improves project team effectiveness and improves decision making.• Provide leadership and coaching for phase gate and quality reviews. Maintain central tracking for the portfolio governance process.Monitor Portfolio Performance and Support Decision-making Process• Manage the ICT board secretariat, ensuring periodical strategy meetings and portfolio reviews. Prepare analytical status reports for the ICT board and enterprise budget processes.• Manage the portfolio management secretariat that conducts global portfolio meetings reviewing business cases and change requests.• Design effective dashboard reporting that helps stakeholders identify areas of attention and exceptions and drive performance improvements.• Administrate technical clearance requests and ensure reviews of Enterprise Architecture reference model and standards.Drive Divisional Project, Product and Portfolio Planning, Demand Management and Capacity Building• Provide the framework and leadership that drives the resource planning process, in close cooperation with the administrative services, platforms and solution center sections. Develop the timeline and schedule to support the process. Build the project portfolio management tool analytics with resource, project, and program forecasts.• Provide training for program, product, project and resource managers as needed.• Provide subject matter expert support to the program and practitioners on project management best practices and process.• Lead the methods and process supporting resource supply and demand analysis, and portfolio intake management that drive effective decision support reporting. Provide recommendations on how and when new work can be started. Provide the business administrator support for the project portfolio management tools.• Provide application and product portfolio custodianship.• Coordinate portfolio finance support through ICTDs finance and resource planning functions.Drive Global Adoption of Enterprise Architecture Systems and Culture• Provide the framework and leadership that drives the Enterprise Architecture process, in close cooperation with all ICTD sections. Develop the timeline and schedule that support the process.• Manage the Enterprise Architecture secretariat.• Provide custodianship of the Enterprise Architecture tool and system of record. Leadership and People Management• Strategically lead, supervise, develops, and empower staff under supervision, including one ICT Officer.• Promote culture of performance management, providing timely guidance, feedback and support to supervisee.• Monitor work progress and ensure results are achieved according to schedule and performance standards.• Promote a team environment of staff well-being, accessibility and inclusion.• Develop work plans and targets based on strategic division and organizational priorities.To qualify as a champion for every child you will have…Academic Degrees Required:• An advanced university degree (Master’s or higher) in Information Technology or related field. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.Professional Experience:• A minimum of 10 years of relevant professional work experience, including: -5 to 7 years’ experience as a senior project manager handling complex technical projects -3 to 5 years’ experience in project governance, portfolio management, enterprise performance management analytics, dashboards, trends, key performance indicators and enterprise performance management tools. -Proven management experience at high level for multi-national company or organizationOther Skills and Qualifications:• Proven business partnership skills and strong ability to network and influence at high level with stakeholders• Subject matter expert in full Microsoft Office suite and Enterprise Performance Management tools• Professional certification of PMP or Prince 2 is desirable.• Fluency in English is required.
