MBTA Safety’s primary responsibility is safety oversight, especially monitoring and assuring safe operation of the transportation system, including all modes (i.e. commuter rail, heavy rail, light rail, bus, ferry, and paratransit). MBTA Safety partners with departments throughout the Authority to identify and mitigate hazards and enhance safety for employees, customers, capital projects, and infrastructure.
The Safety Analyst will report to the Occupational Health and Safety (OHS) Safety Lead Investigator (SLI) and be responsible for supporting all initiatives of the MBTA Safety Departments well as advancing worker safety initiatives. Integral to this role is working collaboratively with OHS team members, members of the Safety Department, as well as MBTA employees and contractors. Key functions of this role include research, assisting with investigations, data collection / analysis / monitoring / reporting, and preparing written reports, correspondence, charts, graphs, and comprehensive program documents.
Duties & Responsibilities
- Support development and implementation of MBTA OSHA-based worker safety programs, including, but not limited to, conducting site visits, compliance and applicability assessments, identifying gaps / needs, and assisting with recordkeeping, PPE distribution, and training
- Conduct facility inspections to review compliance with OSHA-based worker safety programs
- Track and analyze injury data and identify trends for purposes of developing mitigation strategies to reduce frequency and severity of injuries
- Conduct accident / injury investigations involving MBTA employees, Authority vehicles, facilities, construction sites, employees, and / or equipment
- Participate in Safety Personal Protective Equipment (PPE) and related safety equipment reviews
- Assist with preparation of job hazard analyses (JHAs), accident / incident / injury reports, safety assessments and root cause analysis, and corrective action plans as directed and in accordance with safety programs and procedures
- Work collaboratively with managers and supervisors to identify and mitigate hazards Work closely with field representatives from the Massachusetts Department of Labor Standards (DLS) and Massachusetts Department of Public Utilities (DPU) to resolve safety issues
- Report safety / security critical data to oversight agencies such as the DLS, DPU, Federal Transit Authority (FTA), and the National Transit Database (NTD)
- Participate in Safety / Security Audit teams and administer / execute the Internal Safety / Security Audit Program to ensure adherence to the SSPP, Federal, State, and local regulations, industry standards and published policies and procedures
- Drive a company or personal vehicle to visit / inspect work sites and to assist at emergencies and / or events as needed
- Perform night and weekend Safety Duty Response in rotation with other Safety staff Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or other abnormal conditions that impair service or safety of service, twenty-four (24) hours per day, seven (7) days per week

Minimum Requirements & Qualifications
- Bachelor’s degree from an accredited institution
- Two (2) years of relevant experience in creating, implementing, managing, and / or auditing OSHA or worker safety policies and programs Valid Class D driver’s license
- Experience in compiling, analyzing, and reporting information utilizing databases
- Strong organizational, analytical, multitasking, time management, and interpersonal skills Strong analytical, communication, and report writing skills (finalists selected to interview will be required to submit a writing sample at time of interview)
- Proficiency using Microsoft Office (e.g., Word, Excel, and PowerPoint) and database applications
- Proficiency using Outlook and other organizational platforms to effectively manage calendars, scheduling, tasks, and correspondence
- Ability to effectively communicate with regulatory agencies, community organizations, and others on technical and sensitive matters
- Ability to create, critically review, edit, and finalize reports
- Ability to work with employees and managers to investigate and report on workplace injuries and illnesses
- Ability to undertake several projects simultaneously and follow through on each project to completion
- Ability to complete OSHA training courses as assigned within required time frame (minimum courses include but are not limited to OSHA 10, OSHA 30, or equivalent) Ability to perform all tasks safely with proper PPE
- Ability to perform and oversee tasks to ensure safety of employees, contractors, ridership, general public, and critical infrastructure
- Ability to handle sensitive and confidential information in appropriate manners
- Ability to walk the Right of Way (ROW) with PPE and required equipment on track, ballast, and uneven surfaces, based on the logistics of the safety task and / or emergency response
- Ability to access areas using stairs, ladders, and ramps across MBTA system and facilities to observe and evaluate conditions and conduct monitoring
- Ability to complete, apply, and adhere to concepts in safety training, including, but not limited to, SMS Fundamentals, ICS 100, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment
- Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment
- Ability to comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English
- Ability to provide internal and external customers with courteous and professional experiences
- Ability to supervise or work effectively with diverse workforce
- Ability to adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies
- Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and role-appropriate MBTA’s medical clinic screening, potentially including a physical examination and drug and alcohol screening

- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
- All MBTA employees are required to be fully vaccinated against COVID-19 and demonstrate, at appropriate intervals, that they have received all subsequent doses (“boosters”) of the COVID-19 vaccine as recommended by the CDC’s Advisory Council on Immunization Practices and as those recommendations may be updated.
Substitutions Include
- A high school diploma or equivalent (G.E.D.) from an accredited institution plus six (6) years of relevant work experience may be substituted for a Bachelor’s degree.
PREFERRED EXPERIENCE AND SKILLS:
- A Bachelor’s degree in Safety, Engineering, Urban Planning, Business, Statistics, data analytics, or related field
- Certified Safety Planner (CSP) certification
- Experience in worker injury investigations and data analyses
- OSHA 10 or 30 certifications in general industry and / or construction
- Demonstrated understanding of OSHA / DLS Regulations, the Federal Transit Administration (FTA) and / or DPU regulations, knowledge of American Public Transportation Association (APTA) standards, and / or experience conducting training Experience working in transportation, safety, security, or related field Working knowledge of MS Access, E-Builder, and similar Databases
- Knowledge of system safety and / or Safety Management Systems (SMS) principles and best practices
- Completed Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) in Bus and / or Rail
