The City of Portland, Bureau of Revenue and Financial Services is seeking qualified Procurement Specialists to join their Procurement Services team. 

The Procurement Specialist in Procurement Services is responsible for administering the City’s informal and formal procurement processes for goods, services, and capital projects, including commodities, equipment, technology, personal and professional services, and revenue-producing services. They will ensure that procurement processes are fair, transparent, defensible, and performed in accordance with all legal requirements. 

The Procurement Specialist is also responsible for creating purchase orders and drafting resulting contracts for execution by City officials. They will frequently use methods of contracting including Invitation to Bid (ITB), Request for Proposals (RFP), Cooperative Procurement, Sole Source, Special Procurement, and Emergency Procurement.
