During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. In this role, as an experienced leader on legislative and policy topics, you will work on the complex and challenging discussions and projects the Water Resources program is involved with around that state. You will lead the internal policy team and work within the agency, with other local, state, and federal agencies, Tribes, interest groups, and the public to help manage our state’s water resources.

In this role, you will deal with unique legislative and policy issues that support the mission of the Water Resources Program, which is to manage water resources to meet the current and future needs of people, farms, and fish. Water resources issues are often complex topics with financial, economic, legal, and political implications.
What you will do:
- Lead the development and analysis of major new initiatives, legislation, projects, and policies related to water resource management.
- Conduct analysis of proposed legislation, new federal or state regulations, and lead the development of agency response.
- Develop interpretative policies in response to legal decisions or new legislation.
- Lead Water Resources Program policy development and draft new and potentially controversial policies, guidance documents, and procedural work products.
- Lead stakeholder outreach efforts on new and updated policies.
- Analyze legislation and develop proposed responses, including testimony, correspondence and proposed amendments.
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A Bachelor’s degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field.
Four years of professional research or analysis experience with an institution engaged primarily in regulatory matters.
A Master’s degree or higher involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field.
Three years of professional research or analysis experience with an institution engaged primarily in regulatory matters.
Three years doing regulatory analysis for Washington state government, one year of which must have been at the Regulatory Analyst 2 level at the Department of Ecology.

- Experience and specific knowledge related to water resource regulation, laws and policy.
- Experience leading work teams, preferably in collaborative decision making structure
- A degree or minor in mathematics, statistics or economics.
- Experience conducting statistical or cost-benefit analysis.
