Keeping Washington Clean and Evergreen

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill an IT Business Analyst – Journey position. This position is located in our Headquarters Office in Lacey, WA. 

In this role, you will work with many different areas of the program, gathering requirements and helping people identify what they need and discuss potential IT solutions. You will work with a close-knit, cross functional IT team, support a large number of environmental scientists, support staff, and others to track contamination and cleanup across the state, and will support a wide variety of applications.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. In this position, you are able to telework up to 90% of the time. In office presence may be required during onboarding. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties

What makes this role unique?

Our IT projects vary in complexity and size; and include updates to tracking and reporting systems, public-facing and internal applications, web-based and iOS-based applications.

 

What you will do: 

  • Facilitate technology requirement gathering sessions to elicit, analyze and document business, IT, organizational and/or operational requirements from business users and stakeholders.
  • Document business requirements, business rules and logic, and design specifications. 
  • Solicit business owner’s prioritization of requirements for systems, data or business process developments. 
  • Develop use cases or user stories and assist in prioritizing requirements. 
  • Coordinate with IT and business staff throughout the development and implementation cycle to ensure end-products meet business needs.
  • Develop system documentation to include data dictionaries, end-user guidance documents, and training videos to provide guidance to the Toxics Cleanup Program’s system users and reduce data entry errors.

Qualifications

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1: Six (6) years professional experience in business analysis of IT projects and/or agency-wide initiatives, gained in the last ten (10) years.

Option 2: An Associate’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics, Business Administration or closely related field; OR completion of a two (2) year accredited vocational training program in IT or related program AND four (4) years of professional experience in business analysis of IT projects and/or agency-wide initiatives gained in the last eight (8) years.

Option 3: Bachelor’s degree or higher in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics, Business Administration or closely related field;  AND two (2) years professional experience in business analysis of IT projects and/or agency-wide initiatives gained in the last four (4) years.

 

*Education or accredited vocational training in IT or related program will substitute year for year for experience for up to five (5) of the required six (6) years of experience.

Desired Qualifications:

  • Demonstrated knowledge of best practice Business Analysis methodology based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards).
  • The Information Technology Infrastructure Library (ITIL) certification in IT Service or Business Relationship Management.
  • Should be able to implement elements of ITIL to increase productivity and customer satisfaction.
  • Project management Professional Certification or Agile certification.
