Elgin is home to 114,797 people, the sixth largest city in Illinois. The City of Elgin City Council is a non-partisan body comprised of a mayor and eight city council members. The city manager is responsible for an annual budget of $315 million and a staff of 673 full-time employees, 456 of which are represented by collective bargaining units. The city also employs 470 part-time/seasonal employees.

The City of Elgin is seeking a collaborative, forward thinking leader with ten years of broad-based experience and progressive leadership in the humans resources field. Expertise in topics such as talent acquisition, employee and labor relations, performance management, leadership development, succession planning, compensation, benefits and budget management is preferred. Labor negotiations experience is strongly desired.

This position requires a Bachelors’ degree in human resource management, business or public administration or closely related field. A Masters’ degree in a related field is preferred, but not required. A senior Human Resources certification, such as SHRM-SCP or SPHR is advantageous, but demonstrated expertise in issues management is viewed with equal favor. Candidates must possess at least ten years of progressive experience in a public or private human resources agency, including at least five years of experience at the senior executive level. The city of Elgin offers a competitive benefits package that includes a salary range of $124,335 – $166,623 with an anticipated starting salary of $143,936, depending on experience and qualifications.
