Job Description and Duties

Under the general direction the of the Homeless Coordinating and Financing Council (HCFC) Grants Program Monitoring Unit Supervisor, Staff Services Manager I (SSM I), the HCFC Grants Program Monitoring Analyst, (Associate Governmental Program Analyst) performs independent and complex monitoring activities for HCFC grants. HCFC provides oversight for over $2b in grants to local homelessness response networks. HCFC funding was established for the purpose of providing jurisdictions with flexible funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. The Grants Program Monitoring Analyst monitors the more complex or sensitive grants for compliance with programmatic and fiscal requirements and regulations through site visits and desk audits. The Grants Program Monitoring Analyst conducts monitoring reports, tracks grantee participation based on monitoring findings, develops grantee corrective action plans and follows-up on recommendations and resolution of non-compliance. The Grants Program Monitoring Analyst may functions as a staff lead on the HCFC Grants monitoring projects, coordinates grantee program monitoring, reporting, recommendations, and resolutions for the most sensitive and complex grantee program transactions across all HCFC grants statewide.

This position may be downgraded to Staff Services Analyst for recruitment purposes. If downgraded, duties will be adjusted accordingly.
