The Oregon Department of Environmental Quality has a full-time opportunity for a Grants Coordinator (Program Analyst 2) in Portland, Oregon.

The Land Quality Division supports the agency’s mission by managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic products, safely managing the disposal of solid and hazardous wastes, overseeing the state’s underground storage tank and heating oil tank programs, ensuring timely response and cleanup of spills of oil and hazardous materials, and regulating safe discharge of ballast water to state waters.
What you will do!
You will transform and realign the Materials Management Grants program, which has been awarding grants to local governments and community organizations statewide since 1991, with the 2050 Vision for Materials Management. You will develop new processes, procedures, and policies, as well as evaluate program operations and services designed to better meet the needs of underserved and underrepresented communities. You will develop such processes and procedures to meet the Grants program’s goal to invest in a future that transforms how we use materials and products. You will lead a strategic planning process to make the grants program more accessible to those who have historically not been empowered to apply for or successfully be awarded grant funds. You will ground data, policy, and business operations on foundations of equity and inclusion, and environmental justice principles and practices. Once strategic planning is completed, you will lead an internal team to implement the new policies and procedures, and ensure that grant funding reaches organizations that are innovating and driving change with regard to material use and consumption in their communities.
You will take personal responsibility for increasing your knowledge of environmental justice and diversity, equity, inclusion, and belonging. You may also support ongoing efforts to understand and co-create procedures and approaches for robust engagement with communities grounded in equity for the Materials Management program’s built environment work, and contribute to other built environment projects identified by the Built Environment Strategic Plan.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following:
- Experience developing new processes, procedures, and policies, as well as evaluating program operations and services, to better meet the needs of underserved and underrepresented communities. Experience and ability to understand systems and envision new structures that advance program goals.
- Experience collaboratively planning, designing, leading, and conducting culturally responsive outreach activities to engage and foster relationships with partners and community members.
- Experience working with multiple parties with competing interests to achieve common goals; demonstrated skills in conflict resolution, negotiation, collaboration, and coalition-building.
- Demonstrated ability to collaboratively develop, lead, and evaluate programs; experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues and meet program goals; ability to work creatively to find solutions; previous experience as a project leader.
- Ability to take personal responsibility for increasing your knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Experience administering or supporting design and implementation of a grants program.
- Experience working with environmental programs; ability to envision alternative futures for production and consumption of materials and intersections with well-being; interest and ability to increase knowledge of the life cycle impacts of materials and products.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions.
