Keeping Washington Clean and Evergreen
Ecology is the administering agency for 47 of the state’s funds. In this role, you will be responsible for collaborating with agency budget staff on chart of accounts development, quarterly reconciliation of agency accounts and general ledgers, developing fiscal procedures, coordinating preparation and processing of transactions for cost allocation, agency direct cost, and fund equity distributions.
The Contracts, Grants, Loans and General Accounting Unit is located within the Fiscal Office. The Fiscal Office and Budget Office make up the Financial Services Division (FSD). The FSD is one of six administrative divisions that serve Ecology. The FSD’s core work is to manage the agency’s financial resources and support agency planning so the agency can meet environmental goals and strategic priorities. FSD provides centralized financial support in accounting, budget, contracts, purchasing, and inventory. The result is Ecology managers, the Governor, State Auditor, Office of Financial Management, and the Legislature have confidence in Ecology and our financial information, and can use it to make crucial decisions affecting the environment.
Please Note: There are two Fiscal Analyst 4 positions posted at the present time. If you are interested in being considered for both, you will need to apply online for both positions.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is expected to work in the office at least one day per week. Ecology is following current state guidance regarding health-screening questions before entry, and social distancing.

Duties
What makes this role unique?
In this role, you will be responsible for creating the chart of accounts in the Agency Financial Reporting System (AFRS). In order to accomplish this, you will work closely with agency budget managers, cost recovery staff, and federal grants staff. Quarterly reconciliations are done for each fund and payable general ledger.
What you will do:
- Reconciliation of agency administered accounts and general ledgers per state policy.
- Provide guidance to Ecology budget managers in the preparation and maintenance of all components represented in the agency chart of accounts.
- Develop fiscal procedures and coordinate preparation and processing of transactions for cost allocation, agency direct cost, and fund equity distributions.
- Serve as the agency lead in interagency payable reconciliation during fiscal year close.
- Prepare agency accounts for accurate 1099 reporting.
- Provide consultative services and expertise to Ecology staff regarding accounting policy, procedures and controls, and agency financial systems.
Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
A total of Eight (8) years of experience and/or education as described below:
Professional level Experience: in state accounting and must have intermediate proficiency using Microsoft Office products including Word, Excel and Outlook; Must be able to create, edit, modify, save, and delete documents and spreadsheets; This includes locating and accurately modifying existing files and templates for reuse.
Education: from an accredited college or university in business, accounting, public administration, or closely related discipline, with a minimum of 18 quarter or 12 semester hours in accounting, auditing.

- 30 quarter or 20 semester hours of college-level accounting and three or more years of relevant experience.
- Demonstrated knowledge of state of Washington enterprise systems for accounting and reporting (AFRS, Enterprise Reporting-standard and Web Intelligence).
- Demonstrated ability to plan, prioritize, and organize workloads to meet deadlines.
