The Administrative Services Division (ASD) within the Department of Ecology is looking to fill an eDiscovery Technician (Management Analyst 4) position. This position is located in our Headquarters office in Lacey, WA.

Take the lead in collecting vital natural resource data for an informed public, leading to better decision-making and transparent, accountable government. Leverage your creativity and innovation to discover and develop new and evolving methods to collect cloud data efficiently and defensibly in order to further the Ecology mission of clean air, land, and water.

Duties

What makes this role unique?

This is a unique position developed specifically to address the explosion of cloud-driven services and instant messaging. You will be challenged with uncovering defensible and efficient methods of collecting Ecology records for the public.

 

What you will do: 

  • Identify and communicate protocols for collecting records in cloud services including M365 and Advanced eDiscovery tool(s).
  • Create agency-level guidance and workflows for the collection of Ecology information and preparation for targeted searches.
  • Lead efforts to identify gaps in collection processes and communicate those issues with WaTech, Microsoft, and other service providers and provide workarounds or identify services to remedy collection gaps.
  • Liaison with IT to ensure that new services are defensibly deployed including record search ability and preservation.
  • Defend preservation and collection efforts to maximize compliance and reduce risk of Public Records Act legal action.
  • Serve the State of Washington with public transparency, and enable the critical mission of clean air, land, and water.

Qualifications

Required Qualifications:

A total of Eight years of experience and/or education as described below: 

Professional level Experience: providing senior level professional analyses to management, staff, and customers regarding complex issues that impact programs and policies.

 

Experience may include but not be limited to a combination of the following:

  • Identifying and communicating protocols for collecting records in cloud services including M365 and Advanced eDiscovery tool(s).
  • Creating agency-level guidance and workflows for the collection of information and preparation for targeted searches.
  • Leading efforts to identify gaps in collection processes and communicating those issues with Microsoft and other service providers – also providing workarounds or identifying services to remedy collection gaps.
  • Ensuring that new services are defensibly deployed, including record search ability and preservation.
  • Defending preservation and collection efforts to maximize compliance and reduce risk of Public Records Act legal action.

 

Education: involving a major study in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy or a related field. 

Special Requirements/Conditions of Employment:

Must maintain a valid driver’s license.

Desired Qualifications:

  • Direct experience searching and exporting content from other content repositories (including but not limited to mobile devices, social media platforms, online collaboration platforms, in-house business systems).
  • Advanced eDiscovery (AeD) and associated M365 trainings will be required regularly. Certified E-Discovery Specialist Training (CEDS), eDiscovery Technology Certificate (eDTech) or similar will be required.
