Job Description and DutiesThe Deputy Director provides overall leadership and management of Health Informatics and Population Health Data Science to ensure program compliance with departmental policies. The incumbent develops general program policy with a major emphasis on the scientific aspects and health issues of the program. Provides oversight of public health informatics in the Department related to improving population health and individual health status. This includes applying public health informatics principles to support public health registries, public health surveillance and investigations, quality improvement, and program evaluation. Oversees the use of population health data science and clinical and public health data systems to inform policy decisions which improve the health status of Californians and to support and manage the CDPH programs. Oversees the governance and use of an enterprise-wide shared data infrastructure for CDPH Divisions and programs in support of shared data and analytics opportunities to advance population health data science across CDPH. Opportunities include decision intelligence and modern public health surveillance system(s) that leverage a shared data and analytics infrastructure supporting public health use cases and decision-making across CDPH programs. Provides direction and oversight to the Assistant Deputy Director and State Registrar to ensure the effectiveness of the vial records functions including highly sensitive public health issues in vital records (the recording of vital events including birth, death, and marriage) and health information programs. Provides leadership to the programs and department in the use of health information program management and to demonstrate through reporting the work of CDPH. Provides matrix management related to public health informatics and population health data science in CDPH in support of the Office of Quality Performance and Accreditation and the Office of Health Equity. Ensures that public health and clinical data are interpreted accurately and used effectively for policy making, quality improvement, and reducing health disparities. Works with divisions across the Department and organizations throughout the state to ensure that public health and clinical data are collected, managed, analyzed, used and shared in an efficient and effective fashion and that appropriate methods and technologies are applied inside and outside the Department to support these functions. Co-ordinates various sensitive, highly visible programs with significant public interest at Federal, State and local levels. Utilizes high level scientific expertise in addition to general managerial skills to recommend health information policy and manage implementation of these policies. Oversees the Medical Marijuana identification card program. Plans, oversees and takes responsibility for comprehensive studies of major health problems and programs. Provides input to the CDPH Director, California Health and Human Services Secretary, and the Governor’s Office on policy and legislative matters pertaining to health information, public health informatics, and population health data science. Provides professional review of studies and reports to the Legislature relevant to public health information to ensure compliance with CDPH policies, existing law, public health requirements and overall quality control requirements. Takes Department leadership role in survey research programs. Monitors trends in public health and health surveillance, making recommendations to directorate and administration and implementing approved policy and program changes. Provides leadership and technical assistance in the development, planning and oversight of county health services functions. Provides leadership to integrate data and information delivery in user friendly formats to various constituents, including the public, practitioners, policy makers and others. Works with relevant Divisions to improve the access, quality, reliability and usefulness of data and information for decision intelligence, research and consumer education purposes. Represents CDPH at local, state, national, and international forums dealing with health information and public health informatics. Serves as Chair of the Departments Data Policy Advisory Committee.Department InformationThe Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI is comprised of over 240 health professionals and support staff within five (5) branches. The Deputy Director oversees the branches which span the areas of health informatics, population health data science, vital statistics, vital records issuance and registration, health policy and research.
