The Institute for State Effectiveness (ISE) is hiring for a Data & Public Finance Analyst. The Analyst will report to ISE’s Country Practice & Innovation Director, Pat Ramsey. This full-time position will be based in Washington, DC, with travel as required. Candidates requesting a remote position will be considered on a case-by-case basis. Short-term and contract-based arrangements will also be considered on a case-by-case basis.

 

The Analyst will contribute to the work of the Country Practice and Innovation team, as well as the work of the Insight and Analysis workstream and the cross-cutting Data & Digital workstream. This role is an entry-level position, helping integrate data, programming and statistical techniques into ISE’s work, promoting the usage of data in ISE’s country engagements and its insight and analysis, and supporting its portfolio on issues of public finance and public financial management (PFM). Key tasks include:

 

  • Building management dashboards using ISE’s Reform Sequencing Tracker (RST) framework to support improved delivery and accountability for governments and international organizations
  • Conducting statistical analysis, quality assurance, normalization and data integrity for the development of ISE diagnostic tools within the Insights & Analysis workstream and country work (e.g., a state function diagnostic)
  • Designing of survey, data collection and data storage solutions using basic programming and script editing (e.g., in Microsoft Excel, Google Forms, Survey Monkey) as well as appropriate documentation to train end users on their use
  • Supporting analysis and country assessments on key areas of PFM, including fiscal planning, budget implementation and Treasury functions, budget transparency, accounting and reporting, audit and oversight, and debt management
  • Training end-users on Data & Digital products (e.g., databases, dashboards, etc.) and on concepts related to PFM
  • Supporting the preparation of Data & Digital and Insights & Analysis publications through statistical analysis and data visualization
  • Supporting on other tasks for the organization, as agreed

 

Data & Public Finance Analyst Requirements:

  • Bachelor’s degree from an accredited university or college in statistics, economics, econometrics, political science, government or computer science
  • Experience building dynamic dashboards required (PowerBI experience a plus)
  • Basic understanding of core PFM and public administration concepts required
  • Work experience as a data/research analyst or in a related field
  • Experience working in the public sector or on public sector issues, particularly in post-conflict or low-income countries, a plus
  • Demonstrated experience in handling large datasets and relational databases
  • High-level written and verbal communication skills
