The Office of Strategic Planning and Budgeting (OSPB) is seeking highly-motivated, talented, and organized individuals to perform analysis for developing parts of the Governor’s Executive Budget, assist the State Budget Director leadership in coordinating the activities of the Office, and provide support on special projects.The position has two primary roles: 1) part time OSPB Budget Analyst, and 2) part time Executive Assistant to the State Budget Director.Primary Duties as an OSPB Analyst Budget Analysis for Selected State Agencies • Critically analyze the budgets and proposed budget changes, with the goal of developing part of the Governor’s Executive Budget• Evaluate agency performance compared to federal and state mandates and best practices• Maintain revenue and expenditure projections for agencies’ funds; monitor agency cash flow• Provide budget recommendations and options to the State Budget Director, the Governor’s Executive staff, and the Governor• Provide oral and written presentations to explain Executive Budget issues to legislative members, committees, and the public• Represent the Executive’s position on the budget to management of state agencies, stakeholders, and the public• Coordinate with staff of State agencies for implementing the enacted budget Legislative Analysis• Track and analyze all legislative proposals related to assigned agencies for fiscal and operational impacts, in coordination with the agencies and the Governor’s policy advisors• Serve as a resource on issues relating to assigned agencies and applicable federal and state laws and regulations, and agency policies and procedures Strategic Planning• Assist in the state’s strategic planning efforts and the coordination of training and implementation Special Projects• Identify and apply available data sources and research to conduct strategic, operational, and financial analysis on a broad range of topics• Manage and provide support to projects initiated by OSPB leadership and the Governor’s Executive staff• Develop and explore potential areas of work, with a focus on improving State government performance• Advise and assist the Governor’s executive staff and agency management on implementing major policy changesPrimary Duties as the Executive Assistant to the State Budget Director • Perform a wide variety of complex and confidential administrative duties for the State Budget Director• Schedule and prioritize appointments, coordinate travel, proofread or compose original correspondence, compile comprehensive reports• Assist in the preparation of documents, such as the Governor’s Budget and presentations to state agencies, the legislature, and the public• Act as a liaison for internal and external customers, including all state agencies and elected officials• Routinely coordinates with state agencies at all levels and the Governor’s other staff• Represent and support the State Budget Director to the public via electronic, telephone, and personal contact• Interact with executive management from public and private organizations and the general public• Establish and maintain cooperative relationships• Assist State Budget Director in exploring and developing professional development and leadership opportunities for OSPB staff• Prepare meeting agendas• Order and manage office supplies and equipment• Create complex spreadsheets for research, reporting, and analysis• Collect, analyze, and review data, and develop reports• Assist with establishing schedules and methods for office operations• Interpret, recommend, and assist in implementing office policies and procedures• Assist with personnel, timekeeping, and employee relation responsibilities• Make projections, monitor expenditures, and track office budget, including researching and obtaining data for budget development• Recommend and assist in the development, implementation, and administration of related systems or procedures to enhance the operations and productivity of the office Qualifications The ideal candidate should:• Be highly organized, driven, persistent, analytical, and detail-oriented• Have strong communication skills (writing, speaking, presentation, and data visualization skills)• Have strong math skills and critical-thinking ability• Be proficient in Microsoft Office (Excel, Word and PowerPoint), and comfortable navigating new software products and applicationsCompensation Salary starts at $42,000 with upward adjustment commensurate with experience.
