OIM provides support to ENRD leadership, attorneys, and support staff by developing and maintaining complex information management applications and websites critical to the mission of the Division. This position is designed to serve as a trainee position to provide the incumbent with the knowledge, skills and/or abilities for employment in a civil service career. If this is your first appointment in the Federal service, your pay will be set at Step 1 of the Grade.As an IT Specialist (Data Mgmt) (Recent Graduate), your responsibilities include but are not limited to:Write SQL statements to query databases and to insert, edit and delete data to maintain quality or migrate data.Collaborate with domain expert to refine user requests for data and then create complex Microsoft SSRS reports using data from multiple tables using: join, union or subquery statements, and possibly different data sources using manual or ETL processes; a variety of end-user specified parameters; and sort, group, and aggregate results.Create database objects such as databases, schemas, tables, views, stored procedures, and reports using best practices such as normalization, entity relationships, schemas, unique identifiers, and indexing.Create database models, such as data dictionaries or entity relationship diagrams, and collaborate with business analyst and visual designer to document models.Manage user and application access to databases by creating individual user and service accounts, groups of users, and integration with Windows AD.Maintain Microsoft SQL Server database servers by installing recommended updates and patches and monitoring server health.Secure database servers by eliminating common vulnerabilities, implementing encryption when needed, preventing and responding to cyberattacks.Participate in improving software team’s Agile process including Scrum ceremonies and backlog refinement.Travel RequiredNot requiredSupervisory statusNoPromotion Potential13Job family (Series)2210 Infrmation Technology ManagementRequirements HelpRequirementsConditions of EmploymentYou must be a U.S. citizen or national.You must complete a background investigation to include pre-employment drug testing.Selective Service Registration is required, as applicable.You will be required to serve a one year trial period.You must maintain a bank account for direct deposit of salary.If you do not submit school transcripts, you will be rated ineligible.Ad-hoc telework in accordance with Agency policy.QualificationsRecent Graduates are on a trial period for the duration of the program. An Individual Development Plan (IDP) must be completed and approved by the supervisor within 45 days of appointment and a mentor must be assigned within 90 days of appointment.This position MAY be converted to a term or permanent appointment if the following are met: 1) successful completion of at least 1 year of continuous service, 2) completion of at least 40 hours of formal interactive training, and 3) demonstration of successful job performance. A recent graduate converted to a term appointment may be subsequently converted non-competitively into a permanent competitive service position before the term expires.To be eligible for this Recent Graduate program, one of the following requirements must be met:Recent graduates must have completed, within the previous two years, a qualifying associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution. If you graduated prior to May 2018, you will not be eligible for this position.Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.Note: Current students may apply if they are in the final semester of degree/certificate program. A bachelor’s degree with Superior Academic Achievement that is qualifying based on (1) class standing (upper third), (2) grade point average (3.0 or higher), or (3) honor society membership. This education was obtained in or verified by a U.S. accredited college or university; orC. One full year of graduate level education; orD. A combination of education and experience that meets 100% of the qualification requirements for this position. For example, 9 semester hours of graduate study is equivalent to 6 months of specialized experience.Undergraduate or Graduate Education: Must have a Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
