We are looking for an enthusiastic scientist or engineer to join a team that creates and maintains emission inventories for sources in California, develops a deep understanding of a specific sector (like rail, or ships, or construction, or farming), and creates a model of emissions from the source. The job is dynamic and requires a self-motivated candidate with the ability to adapt to a wide range of roles, including (1) evaluating industry sectors and gathering data, (2) collaborating with industry and regulatory divisions on studies and contracts, (3) programming and model development, and (4) working closely with multiple groups to develop policy and regulatory concepts. The mobile source inventories provide the scientific foundation for much of the Air Resources Board’s work including fleet regulations, the State Implementation Plan (SIP), the Freight Plan, and the Scoping Plan. Most of the responsibilities require someone who is comfortable being a project lead and guiding a team through a lengthy technical process (or capable of learning how to do so). In addition to developing emissions inventories, the incumbent may be lead on innovative projects improving CARB’s understanding of freight and transportation systems, or other topics related to mobile source emissions and policies. Additional duties of the position include the following:working and collaborating with a very diverse set of stakeholders, including representatives in local, state, and federal government as well as private industry; analyzing complex and detailed technical reports, research projects, proposed policies, rules, or regulations; presenting and providing justification for inventory data and methods to other divisions, industry, and academia. Staff routinely process, manipulate, and generate large datasets or perform mathematical calculations using a database platform such as Microsoft Access for small projects and MySQL for larger projects.Programming is also conducted using Python, Java script, R, VBA for Access, and Visual Basic as well as logically referenced spreadsheets in Excel.You will find additional information about the job in the Duty Statement.
